Prepare the Bill of Sale & All Closing Documents: The Volusia County alcohol permit seller should have their attorney help with the completion of the following documents: the Bill of Sale, the Alcohol License Transfer Affidavit, the Closing Documents, and any additional forms for the AB&T Application. Then, the buyer will have an escrow agent or attorney put all these documents in escrow until the closing date.  
  5. Seller Pays Transfer Fees: If fees have been incurred, they will be deducted from the seller’s earnings on the sale of the Volusia County liquor license. 
  6. Buyer pays the AB&T Annual License Fee: The buyer, their escrow agent, or attorney will pay the annual license fee, which is prorated, at the closing of the sale of the Volusia County liquor license. A Bank Check, Cashier’s Check, an Attorney’s Trust Account Check, or a Bank Wire can be made out to the seller’s attorney. The closing statement must also be given to them at this time. 
  7. Closing the Bill of Sale: The buyer will receive copies of all related documents, including the Closing Statement, the Affidavit of Transferor, and the original Bill of Sale for the Volusia County alcohol license from the seller’s escrow agent or attorney.
  8. Submit Transfer of Liquor License Application Documents to AB&T: With the help of the buyer’s attorney or escrow agent, the buyer can hold the Volusia County liquor license in escrow with the Division of Alcoholic Beverages & Tobacco (AB&T). However, if the business is ready to open with approval from the AB&T, the Department of Alcoholic Beverages & Tobacco (AB&T) will send a temporary Volusia County alcohol license to the buyer.

  6. Post the temporary initial license: If you’d like a temporary alcohol permit for Volusia County, you can pay a fee, and the Division of Alcoholic Beverages & Tobacco (AB&T) will send you a temporary liquor license, which you are instructed to display at your business.
  7. AB&T Application Review: The AB&T Application and all additional forms will be reviewed at this time by the Department of Business & Professional Regulation (DBPR) Alcoholic Beverages & Tobacco (AB&T) and are added to their data system.
  8. Submit to investigation: A final investigation will be conducted by the AB&T to be sure your business establishment is up to code, and you’ve completed all necessary steps required to obtain a Volusia County alcohol license. 
  9. Receive the liquor license: If the DBPR AB&T determines that you’ve completed the brick-and-mortar inspection and approves your Volusia County AB&T Application, they will send you a bill for the total cost of the alcohol permit. Once they receive your payment, the AB&T will mail you the Volusia County liquor license, and you must post it at your business.
