To ensure that you’ll be able to sell or serve liquor at your Miami-Dade County business, we offer online Miami-Dade County liquor license auctions for the following permit types:

  • 4COP: Permits restaurants and bars to sell all liquor -- beer, wine, and spirits -- for consumption on-premises.
  • 3PS: Permits liquor stores to sell all liquor -- beer, wine, and spirits -- for consumption off-premises.

Each Florida liquor license grants the holder the right to sell in a specific Florida county, such as Miami-Dade. Liquor licenses are not transferable between counties. They are, however, transferable between owners, which means you can legally buy or sell any Miami-Dade County alcohol license.

How to Buy a Miami-Dade Liquor License

In Florida, there are two options for securing a Miami-Dade County liquor license. The first way is to go through the government and acquire one directly from the Division of Alcoholic Beverages & Tobacco (AB&T). Due to the high demand from businesses seeking quota alcohol licenses in Miami-Dade, the only way to buy a liquor license is from the open market. In some cases, you may even have to wait for a Miami-Dade alcohol permit owner to be willing to sell a liquor license to you in Miami-Dade County.

To transfer ownership of a Miami-Dade County liquor license, the buyer and seller must complete these eight steps.

  1. Set a Price for the Liquor License: The seller will determine a price that includes the auction fee, and then the seller will offer to sell the Miami-Dade alcohol permit to the buyer at this set price.
  2. Create a Purchase Agreement: When the buyer accepts the seller’s offer, both parties will sign a Purchase Agreement that has been written.
  3. Pay 10% of the Cost of the Liquor License Upfront: The buyer will put 10% of the total cost into an Attorney Trust Account, removing the Miami-Dade liquor license from the auction, and at this point, a closing date will be determined.
  4. Prepare the Bill of Sale & All Closing Documents: The liquor license seller must work with their attorney to complete the Closing Documents, the Bill of Sale, the Alcohol License Transfer Affidavit, as well as any documents required for the AB&T Application. Once these are completed, the buyer will have their attorney or escrow agent place all of the documents in escrow until the purchase is closed.
  5. Seller Pays Transfer Fees: If any fees are required, the seller will pay them and deduct them from the seller’s proceeds at the time of sale.
  6. Buyer pays the AB&T Annual License Fee: This annual Miami-Dade liquor license fee is prorated and will be paid at the closing where the buyer, attorney, or escrow agent will pay the balance due for the Miami-Dade County liquor license as well as the prorated license fee. They can pay with a Bank Wire, a Bank Check, Cashier's Check, or an Attorney’s Trust Account Check to the seller’s attorney with a closing statement.
  7. Closing the Bill of Sale: The seller’s attorney or escrow agent will give the buyer copies of all documents including the original Bill of Sale, Closing Statement, and the Affidavit of Transferor.
  8. Submit Transfer of Liquor License Application Documents to AB&T: The buyer’s attorney can help complete this step. At this point, the buyer can place the liquor license in escrow with the AB&T, or if the business premises where they wish to sell liquor is ready to open and the AB&T has given approval, the Department of AB&T can send the buyer a temporary Miami-Dade liquor license.

  5. Submit your AB&T Application: Send the completed Department of Business & Professional Regulation (DBPR) Division of Alcoholic Beverages & Tobacco (AB&T) Application with all required documents to the division district office in Miami-Dade County.
  6. Post the temporary initial license: If a fee was paid for a temporary alcohol permit, the AB&T will send a temporary Miami-Dade liquor license to you, which should be posted on the premises.
  7. AB&T Application Review: The DBPR AB&T will thoroughly review all of the paperwork as well as the Miami-Dade County liquor license application and add the information to their data system.
  8. Submit to investigation: After their review of the application, the AB&T will come to your brick-and-mortar location to do a final inspection.
  9. Receive the liquor license: If your place of business passes the DBPR AB&T inspection, they will approve the application and bill you for the cost of the liquor license in Miami-Dade County. After collecting the payment, the alcohol license will be sent to you, and when you receive it, you must display the Miami-Dade alcohol permit at your business location.
