How to Apply for a Liquor License in Monmouth County, New Jersey: 

 

  1. Enter into a Contract of Sale: The first step in the process of applying for a Monmouth County liquor license is for the buyer (transferee) and the seller (transferor) to enter into a contract of sale. 
  2. Complete the 12 Page ABC Application: The 12-page New Jersey ABC Application for a Monmouth County alcohol permit should be completed and then submitted with all original signatures in TRIPLICATE.
  3. Pay the Annual License Renewal Fee: The buyer owes a 10% Annual License Renewal Fee for both Person-to-Person transfers and Place-to-Place alcohol license transfers. A 20% Annual License Renewal Fee is mandated for Person-to-Person and Place-to-Place transfers.
  4. Write a $200 Check or Money Order for ABC: A money order or check can be written out to the State of NJ, Division of Alcoholic Beverage Control (ABC) in the amount of $200.
  5. Consent to Transfer: The alcohol license holder must notarize and sign the consent of sale or Consent to Transfer at this point in the ABC Application process for a Monmouth County liquor license.
  6. Disclosure Statement of Applicant: The Disclosure Statement of Applicant (source funding) will need to be submitted as part of the ABC Application for the Monmouth County alcohol permit.
  7. Submit Federal & State Fingerprint Reports: State and federal fingerprint reports must be submitted to the NJ Division of Alcoholic Beverage Control (ABC).
  8. Additional Investigative Report: At this point, the police should conduct an additional investigation and write up a report that needs to be submitted along with the ABC Application.
  9. Send a Detailed Sketch of the Business Premises: Send in a photo of the outside of your business along with a detailed sketch of the establishment and proposed licensing area. 
  10. Affidavit of Publication: The Notice of Intent to Transfer should be published two times in a matter of three weeks, ideally with one week in between each publication. This allows the public to have a chance to voice their objections to the Monmouth County alcohol license transfer. If any objections are recorded, they must be sent in writing to the local issuing authority in Monmouth County.
  11. Submit a Certificate of Sales Tax Authority: The Monmouth County alcohol permit buyer should submit the Certificate of Sales Tax Authority and secure the Alcoholic Beverage Retail Licensee Clearance Certificate for Transfer. At this time, the buyer can contact the New Jersey Division of Taxation ABC Licensing Unit at 609-292-0043.
  12. Application for Bulk Sale Permit: For a payment of $75.00, a check can be made out to the NJ Div. of Alcoholic Beverage Control to purchase the existing inventory of alcohol. If the buyer doesn’t choose to buy the stock of liquor, then they don’t have to send a check. However, they will still be required to complete the Application for Bulk Sale Permit and send it along with the ABC Application for a Monmouth County alcohol license.
  13. Provide a Letter from the Buyer’s Attorney: A written letter from the buyer’s attorney will be required. This letter will notify the local issuing authority of the closing date of the sale of the Monmouth County liquor license.
  14. Resolution of Transfer: At this time, the Resolution of Transfer can be passed by the local issuing authority. This can not be contingent on another action. 
  15. The License will be Amended to Reflect New Ownership: The ABC Application for a Monmouth County alcohol license will be amended to reflect the generation change and new ownership of the alcohol permit. If any payments are required, make the checks payable to the Director, Division of Alcoholic Beverage Control.
