How to Apply for a Liquor License in Cumberland County, New Jersey: 

 

  1. Enter into a Contract of Sale: The process of applying for a liquor license in Cumberland County starts with the seller (transferor) and buyer (transferee) entering into a contract of sale.
  2. Complete the 12 Page ABC Application: The 12-page Cumberland County ABC Application must be completed in TRIPLICATE with original signatures.
  3. Pay the Annual License Renewal Fee: For Person-to-Person Cumberland County liquor license transfers and Place-to-Place alcohol license transfers, a 10% Annual License Renewal Fee is required. If you are going to be doing a Person-to-Person and Place-to-Place Cumberland County alcohol permit transfer, then there is a 20% Annual License Renewal Fee. 
  4. Write a $200 Check or Money Order for ABC: A money order or a check should be made out to the State of NJ, Division of Alcoholic Beverage Control, for $200.
  5. Consent to Transfer: The consent of sale or Consent to Transfer must be signed and notarized by the Cumberland County alcohol license holder.
  6. Disclosure Statement of Applicant: At this time, the Disclosure Statement of Applicant (source funding) for buying the Cumberland County liquor license must be submitted.
  7. Submit Federal & State Fingerprint Reports: Federal and state fingerprint reports from the police department must be submitted to the New Jersey Division of Alcoholic Beverage Control (ABC).
  8. Additional Investigative Report: The police will write up an additional investigative report. The report should be submitted along with the ABC Application for a Cumberland County liquor license. 
  9. Send a Detailed Sketch of the Business Premises: Along with the ABC Application for a Cumberland County alcohol license, you must include a detailed sketch of the business property and proposed licensing area with a photo of the outside of the establishment. 
  10. Affidavit of Publication: At this point, a Notice of Intent to Transfer will be published twice, with one week in between each of the publications. This Notice of Intent to Transfer allows the public to have the ability to voice any objections they may have regarding the transfer of the Cumberland County liquor license. If the public has objections, they will be submitted in writing to the clerk of the local issuing authority.
  11. Submit a Certificate of Sales Tax Authority: The Cumberland County alcohol permit buyer can now submit the Certificate of Sales Tax Authority and be sent the Alcoholic Beverage Retail Licensee Clearance Certificate for Transfer. The Cumberland County alcohol license buyer may contact the New Jersey Division of Taxation ABC Licensing Unit at 609-292-0043.
  12. Application for Bulk Sale Permit: If, by chance, the Cumberland County alcohol license buyer is seeking to buy the existing stock and inventory of alcoholic beverages from the current seller, the buyer must send a check made out for $75.00 to the NJ Div. of Alcoholic Beverage Control. In the case that the buyer decides not to purchase the existing stock of liquor, then the buyer doesn’t need to send a check with the ABC Application for a Cumberland County alcohol license. However, the Application for Bulk Sale Permit still needs to be submitted.
  13. Provide a Letter from the Buyer’s Attorney: The buyer’s attorney must write a letter to notify the local issuing authority of the closing date for the sale of the Cumberland County liquor license.
  14. Resolution of Transfer: When applying for a Cumberland County alcohol permit, the Resolution of Transfer cannot be contingent on any other action. It will be passed by the issuing authority.
  15. The License will be Amended to Reflect New Ownership: When all of the other steps have been completed, the Cumberland County liquor license will include the ownership and generation change on the ABC Application. Make checks payable to the Director, Division of Alcoholic Beverage Control.
