PA - Restaurant, Bar, Tavern Liquor License.  "R" licensed establishments may sell Beer, Wine & Spirits for on-premises consumption & Beer for off-premises consumption.  For on-premises consumption, the licensee must provide food service to the public during regular meal times.

Beer sold for off-premises consumption must be in quantities of 192 fluid ounces or less.

The interior dimensions of the establishment must be no less than 400 square feet, equipped with at least 30 chairs, or the equivalent seating at tables for public use.

Buyers never pay an auction fee to purchase their alcoholic beverage license—Ever!

Sellers never pay to list their alcoholic beverage license.

Sellers only pay a 10% auction fee for any license over $30,000.00.

Sellers only pay a flat fee of $3,000., for all alcoholic beverage licenses $30,000.00., and under.

All new applicants must complete PLCB-193 (Affidavit of Compliance) and post the premises with Placard PLCB-1296 (Public Notice Of Application Alcoholic Beverages).

To apply for the transfer of an existing license, the preceding PLCB forms, fees & photographs must be submitted:


If the transfer is person to person, place to place, or both, it is necessary to complete PLCB-21 (Application for Transfer) and post the premises with Placard PLCB-1296 (Public Notice Of Application Alcoholic Beverages). 

Photographs - One set of the individuals, members of partnerships, or principal officers of corporations (President, Secretary & Treasurer) & Manager.

One set of the exterior of the premises showing the principal entrance.

One set of the interior showing the main serving room (table and chairs, not the bar).

Photographs must have a matte finish.

Premises photos must be at least 4” x 6” in size, Personal photos, 1½” square.

Floor Plans - One set, 8½” x 11” in size, showing room dimensions, room designations, entrances, exits and interior passages. A separate floor plan is required for each floor, and must be clear and legible.

$50.00 for an Extended Hours Food License, if applicable.

Before you submit the application packet, be sure you have all the documents, and be sure they are properly signed.

Application forms submitted to the board must be original documents.

Photocopies are not acceptable, even though originally executed.

If funds were borrowed from individual lenders, they must be supported by an affidavit with the signature of the lender, outlining the source of funds, repayment schedule, if any, and should state the lender will have no interest in the operation of the licensed business, except as a lender.  This PLCB-2068, Lender Affidavit, can be used for this purpose.

All individual lenders residing in Pennsylvania must be made available for interview.

Individual lenders residing outside of Pennsylvania will submit an Individual Questionnaire, form PLCB-196.

The deposit on all license auctions in Pennsylvania is 10% of the purchase price and is held in the attorney trust account or with a bank promissory note reflecting the entire purchase price.

The following information should only be used as a Pennsylvania transfer guide in processing transfer applications:

  • Evidence must show that the applicant has the legal right to occupy the premises (lease) or (Bill of Sale or Agreement of Sale) if premise has already been purchased.

  • Individual Financial Disclosure Affidavit (PLCB-1842) for each individual applicant, corporation, Limited Liability Company, partnership or club must be prepared.  Photocopies of bank statements & checking accounts (for at least 3 to 6 months) are required.

  • If corporate business or club funds are involved, one form may be used for this purpose.  Documents regarding the source of funds used in the transaction (judgment notes, loan commitments, settlement sheets, original source of any monies held in savings accounts, etc.,) must be provided.

  • If real estate was purchased by applicant/applicant principal/entity within the previous year, evidence of purchase and  information on source of funding for purchase should be provided.  The completion of the Individual Financial Disclosure Affidavit may be held until the time of the PLCB interview in order for the licensing analyst to provide assistance.

  • Funds borrowed from individual lenders must be supported by an affidavit with the signature of the lender, outlining the source of funds, repayment schedule, if any, and should state the lender will have no interest in the operation of the licensed business, except as a lender.  This PLCB-2068 (Non-Commercial Lender Affidavit) can be used for this purpose (All individual lenders residing in Pennsylvania must be made available for interview with the PLCB).

  • Individual lenders residing outside of Pennsylvania will submit an Individual Questionnaire, Form PLCB-196.
When you purchase an Alcoholic Beverage License in the state of Pennsylvania from anyone except the Pennsylvania Liquor Control Board, the state charges all buyers a transfer fee (person to person, place to place or person to person and place to place) when they file their PLCB application.

Check or money order made payable to the Pennsylvania Liquor Control Board for license transfer fee should be as follows:

$650 for person to person transfer.

$550 for place to place transfer.

$700 for both person to person and place to place transfer.

The Pennsylvania Liquor Control Board (PLCB) fee is non-refundable.
