Why do you have to buy an alcoholic beverage license on the open market in California?

California has what is called a moratorium on the issuance of new alcoholic beverage licenses in certain counties in the state, which means you can no longer purchase a new type 21, 47 or 48 and, in some instances, a new type 20 and type 41, alcoholic beverage license from the Department of Alcoholic Beverage Control. The State of California no longer issues these types of alcoholic beverage licenses for use in specified counties and/or the local police department will only allow (not file a protest against) an alcoholic beverage license transfer in the same census tract, so as not to add to or over-concentrate the specified area.
